Stark RPC approves three site plans

At the Sept. 8 meeting of the Stark County Regional Planning Commission, conditional approval was given to three site plans: Foundation Systems & Anchors, in Canton Township, for a 21,000 square foot building addition, Larry Martin for a 8,000 square foot storage building, in Plain Township, and Charter One Bank, in Jackson Township, for an additional drive-thru lane.

Lynn Carlone, Community Development administrator, presented the Stark County Consolidated Annual Performance and Evaluation Report for FY '08. The FY '08 program year covered the period of July 1, 2008 to June 30, 2009. Under the Community Development Block Grant program, two infrastructure projects were completed: the Church Street Watermain, in East Canton, and the Robertsville Storm Sewer, in Paris Township. According to Carlone "this was the first project in Paris Township to be funded with CDBG dollars." Four additional infrastructure projects are in progress: the Lincoln/Donora Sanitary Sewer and the 14th/Waynesburg Sanitary Sewer, both in Canton Township, Kent Avenue Improvement, in Hartville, and the 25th Street NE Area Storm Sewer, in Plain Township. Public service projects, economic development projects, and housing rehab were funded with CDBG dollars as well. A total of $1,709,625 .19 of CDBG funds were expended.

Under the HOME program, two projects were completed: ABCD, Inc., Massillon Homes II-Rent to Own Housing and the development of the elderly apartment complex, Wilson-Pointe. Nine projects are underway. Also 13 first-time homebuyers received down payment assistance, and numerous houses were rehabbed. A total of $946,188.97 HOME funds were expended. One-hundred percent of all projects undertaken utilizing Stark County CDBG and HOME funding benefited low - to moderate-income persons.
