Osnaburg Trustees discuss statements made at last meeting

OSNABURG TWP. --The township trustees meeting, which was held last Tuesday evening, featured a clarification of the minutes, a busy fire report and consideration of how to handle changes to the 911 system.

The meeting began with a discussion of the minutes of the last meeting. In conversation about Stark C&D, minutes read as follows: "Trustee (Steve) Fetterman believes as do the other trustees that the Eslich (Stark C&D) run a good business, but they (the trustees) are concerned with any expansion due to mine substance and water contamination and how near to the village and school the landfill is located."

Trustee Donna Middaugh wanted a change made to clarify her position about landfill performances. Middaugh said her comments were that Stark C&D was operated better than Exit Landfill (which has been closed). However, trustee Dick Pero stated, at the last meeting, "There was no comparison of Exit Landfill and Stark C & D Landfill."

Middaugh commented, "I agree that Stark C&D is not as bad as Exit, but I do not want to go record as saying Stark C&D is a well run business."

After some discussion, this clarification to the minutes of the last meeting was made.

A busy fire report was covered that brought about the need for two purchases. At the C & B Auto Body fire, two portable radios were damaged, and the department was left with no spares. The trustees approved the purchase of four new radios from Mitchell Communications at a cost of $1,922. This price includes antenna, charger, speaker microphone and radios. A second purchase was for nine sets of gloves to replace old ones. Trustees approved an expenditure of $540 to Finley Fire.

It was also reported the Louisville Fire Department is purchasing a new air-fill system. They are offering the old system to East Canton at no charge. Louisville recommended the service contract be continued and the Louisville chief is getting a price on that.

A brief discussion was also held about cleaning out around village fire hydrants so they are in good operating shape.

The discussion centered around who should be responsible for seeing that these are maintained and kept ready for service.

The resignation with regret was accepted of Daphne Fetterman from the fire department effective Feb. 16.

The activity report for the fire department was as follows: 22 runs, three basic life support calls, 10 advanced life support calls and nine fire calls.

The zoning report covered the purchase of a zoning book and cleanup progress at 5143 Winfield Way.

In old business, Middaugh updated trustees on the legal action concerning Stark C&D. The courts have received paperwork and the timelines will be at their discretion. Everyone will wait on the judge involved.

The trustees also learned the Ohio Environmental Protection Agency will help with problems in pumping leachate from Exit Landfill. The cold weather has hampered these efforts.

No bids have been received for the International Dump Truck that trustees want to sell. They are considering what action they want to pursue with the truck. Sending it to auction or advertising it again are both options.

In the road report, Richard Grunder noted the 12-hour shifts had worked well in getting the roads cleaned. They had one mishap with a truck getting stuck but no damage was incurred in getting it out. Grunder also wants to set up a fleet account with local suppliers to fill maintenance needs.

They also discussed purchase of a high-dump collector sweeper. Other townships report having problems in getting rid of the materials since they can be classified as hazardous waste. Although Osnaburg Township is not under the same EPA guidelines, the trustees are reluctant to go ahead with this purchase.

In new business, the permanent appropriations budget was approved at $1,820,162.04 for 2010. The hearing date for 2010 Zoning Amendment was set for March 22 at 8 p.m.

Finally, change is coming to the 911 system and the Stark Council Of Government wants Osnaburg Township to endorse a resolution to get dispatching from Canton at a cost of $13,686.

Since Louisville now dispatches at a lower price, before they too will have to make changes, trustees decided to table this action.
